Oktober 2006 in Brüssel abhalten.

INVITATION TO THE “THE PARTNERSHIP FORUM – 4CS FOR CIVIL SOCIETY” PART OF THE OPEN DAYS OF REGIONS AND CITIES WITH THE PARTICIPATION OF MR KALLAS

Dear friends and colleagues,

We would like to invite you to another ECAS major event, “The partnership forum – 4 C’s for civil society” which is taking place on Tuesday 10 October 2006 in Brussels. This forum is the newcomer to the open days of regions and cities, which brings 5,000 people to Brussels for the EU networking week “par excellence”.

This is the main key civil society rendez-vous of the autumn starting at 9.00 a.m. in the Committee of Regions. As you see from the enclosed programme, there are two plenary sessions, the first featuring a debate with Graham Meadows, Director General Regional Policy and 4 workshops each looking at partnership from a different angle mixing theory and practical examples. Partnership is strengthened in the new structural funds regulations, including NGOs for the first time, but so also are subsidiarity and decentralization. This makes European networking and exchange of best practice on partnership as well as transparency about the fund operations all the more important.

We are delighted therefore that Siim Kallas, Vice President of the European Commission will deliver a keynote speech and answer questions. This is a chance to review the progress with the European transparency initiative after reactions to ideas for a “more structured framework” for the activities of lobbyists and how to improve consultation mechanisms. The debate will be about the equally important issue for citizens of seeing information disclosed about the beneficiaries of EU funds in their region. The discussion with Siim Kallas will take place in the afternoon of 10 October starting at 2 p.m. in the Commission’s Charlemagne building.

The 4 C’s workshops are filling up fast, so if you are interested, could you please register quickly? You have to do this through a centralized website on the European Commission portal:

Yours sincerely,
